Is it possible to change Plugins and Programs Menus? I want to delete several items and add several new.

Only Start menu was meant to be user editable, but you can change other things too, you just loose GUI for this.
In the language directory you have files with .mnu extension. Choose the one for your language and edit it, I think that you shouldn't have problems with syntax.
