What is difference if I launch commander with TC UP.EXE or TOTALCMD.EXE ? Looks like TC UP.EXE using TOTALCMD.EXE but what that TC UP.EXE really do?

TC UP.exe implements a handful of more or less important functions, the main being obviously starting TC UP. This process has several stages, one of them being launching TOTALCMD.exe with a set of arguments specifying the correct wincmd.ini path. You should start with TC UP.exe, otherwise some things might not work.
