I've found nice program for time synchronisation called Atomzeit. What do you think about it?

It cannot use a proxy.

And, what about "net time" command?

Windows automatically synchronize time with Internet. You can find this in Control Panel / Date and Time setting. This utility is maybe good but not really needed.
