Sadly, there is no free tool that can pack rars, fhRAR plugin included in TC UP doesn't have this capability either.
If you have your copy of rar, uninstall fhRAR and configure paths in Configuration->Packer.

Normally, in TC ver. 7.04 or more older, using external RAR for TC, I can process compressed files directly by TC, for examples: add, modify, extract file from/to RAR files.
But with new TC UP 4.4, even I use external RAR for TC UP, I can't add, modify a file from/to RAR as before. I can only extract file from RAR or ZIP. So is this new bugs from TC UP?
Please help me to solve this problem. Thanks to everybody's attentions.
As I said already, you need to uninstall the fhRAR plugin.
Configuration->Plugins->Packer plugins->(select rar extension)->(Delete association that appeared in the window)->OK.
