The answer is: partially.
There's now way to put anything between the panels and won't be in foreseeable future.
You can drag and drop files to any of the buttonbars, however currently there's a problem with it if you use the default (2 row) bar: it breaks alignment of the second row.
Probably we will be able to do it better with the release of Total Commander of 7.5. It will be most likely incorporated in TC UP 4.8, but it's not a sure thing - there's no release date of TC 7.5 yet.
