Yes. TC UP New is not working on TC UP x64 - it need to be compiled as 64 bit application.
We are working on this problem. For now, please use 32 bit version if you need to create a dir/file.
Ps: There is already a 64bit version of TC UP New but there are still some bugs that need to be addressed first. It should be available for the next TC UP version.
