We are working on this problem. For now, please use 32 bit version if you need to create a dir/file.
Ps: There is already a 64bit version of TC UP New but there are still some bugs that need to be addressed first. It should be available for the next TC UP version.
As I faced the same problem, I recognized that Shft+F7 does create a directory.
