install TCUP without admin privileges

As title says, is it possible to install TCUP without admin privileges, and if yes, please tell me how?

It is not possible to install TC UP using restricted account because it is not allowed by Windows itself.
The only way for you is to install it on different machine and copy it later to your own.

Thank you for your answer. That is exactly what I do now - install on one computer than copy files to another. But, I recall that earlier versions of TCUP could have been installed without administrator privileges. I guess new option in installer go deeper into system which requires administraot account.
