I don't know about standard notepad but for n++:
1. add its exe to button bar as new button,
2. clear completely "Start path" field,
3. OK and you're done!
Remember: wanted application must support such "feature". Some software ignore starting path and always gets you to "My Documents" if loaded without file.
Personally I recommend you to use Shift+F4 feature.
I mostly use Notepad++. Much more then other editors, so thank you for answer. I didn't know about Shift+F4
